In Oklahoma, the government agency in charge of vehicle titling and registration starting January 1, 2023 is Service Oklahoma (SOK), which is a division of the Office of Management and Enterprise Services. Previously, it was the Oklahoma Tax Commission, specifically its Motor Vehicle Division, that took care of the process. The team at Eskridge Chevrolet in Guthrie, Oklahoma, has written this guide to help you understand the process and its requirements. What Is a Vehicle Title? A vehicle title is an official document that serves as proof of the legal owner of a vehicle. The state issues it when you purchase a vehicle, and you must update it when you transfer the vehicle's ownership. It lists important information about the vehicle, including its vehicle identification number (VIN), year of manufacture, make and model, and other pertinent details. It also contains information about the vehicle's current owner and any liens on it. A title is different from a registration, which is a certificate showing that the car is allowed to operate on public roads and that the owner has paid the applicable taxes and fees. And while a title is only updated when the vehicle's ownership is transferred, you should renew a registration every year or two, depending on the state. When is a Vehicle Title Transfer Necessary? Transferring a car title is important whenever the ownership of the vehicle changes. This ensures that the new owner can legally register and operate the vehicle and is up to date with all the applicable taxes, fees, and insurance requirements. It also protects both the buyer and the seller from any legal liabilities that may ensue from a transaction gone wrong. Here are the most common instances when a title transfer may be necessary: When you buy or sell a vehicle. When you inherit a vehicle. When you donate or gift a car. When you move to a different state. When the registered owner passes away. When the name on the title needs changing. When the lien holder on the title needs changing. How To Transfer a Vehicle Title in Oklahoma The steps for transferring a vehicle title in Oklahoma can vary slightly depending on the reason for the transfer and the details of the transaction. Generally, though, here are the steps to follow: Gather the necessary documents and information: This often includes the car title, a valid driver's license, proof of insurance, and other information such as the odometer reading and VIN. You may need to allot time to have certain documents signed and notarized, fill out forms, and have the vehicle inspected. Proceed to a SOK or licensed operator location: There are more than 200 locations you can visit statewide for vehicle title and registration transactions. If you're in Guthrie, there's a Tag Agency along South Division Street that can process a title transfer. Submit the documents: When presenting your documents, make sure to keep copies of these and any receipts for fees you pay. These are useful for your records. Pay the necessary fees: These usually include an ownership transfer fee of $17. If there's a lien on the title, a processing fee of $10 (in-state) or $13 (out-of-state) may apply. Take receipt of your car title: Typically, SOK issues vehicle titles within 30 days. If you didn't purchase a vehicle from a dealer, you'll receive the title in the mail. Requirements for Transfer of a Vehicle Titled in Oklahoma If you're transferring ownership of a car titled in Oklahoma, these are the items you need to take with you to your chosen SOK or licensed operator location: Certificate of title that's notarized and properly assigned. Current vehicle registration. Valid driver's license (for individuals) or Federal Employer ID or FEI number for other entities, such as businesses. Verification of liability insurance. Lien release if the vehicle is subject to a lien. Completed Form 729, or Odometer Disclosure Statement, for vehicles of model year 2011 and newer. Completed Form 722-1, or Declaration of Vehicle Purchase Price, or a bill of sale, purchase contract, or purchase price documentation. Requirements for an Out-of-State Vehicle Title Transfer If you're transferring a car titled in another state to Oklahoma, the process may also include registering the vehicle. This means you'll need to bring the car to an SOK or licensed operator location to verify its VIN and mileage. You may also require the following items: Out-of-state certificate of title. Valid driver's license. Proof of insurance for the vehicle in Oklahoma. Completed Form 701-6, or Application for Oklahoma Certificate of Title for a Vehicle, Trailer, or Manufactured Home. This Oklahoma City farmers market is open from April to October and features meats, eggs, vegetables, and herbs from only local producers. It also offers local coffees, wines, and handmade pottery. Their latest exhibit, the Mix-Tape, was an incredibly popular installation that allowed visitors to go on a self-guided tour through an enchanting mix of sounds, music, and visuals. This non-profit foundation and gallery have no admission charge. It focuses simply on sharing the talent, efforts, and creations of Oklahoma's artists with as many visitors as possible. Just a short walk from the Botanical Gardens and the downtown area, this gallery is a fun cultural activity to partake in with friends or family. Make sure you check to see if there are any other events taking place during off hours, as the Individual Artists of Oklahoma gallery is also a popular event space. Location: 706 W. Sheridan Ave., Oklahoma City. Hours: Noon to 6 p.m. Tuesday through Saturday. First Friday Some art connoisseurs want to gallery hop and take in as many artists and exhibits as they can in one go. For those of you who want to enjoy a gorgeous evening of art and culture, the Paseo Arts Association brings you a spectacular event: First Friday. In the historic local art community of Paseo Arts District, on the first Friday of every month, over 80 participating artists and 25 businesses stay open late to participate in the First Friday Gallery walk. Many establishments hold opening receptions at this time to display their new exhibits and emerging artists. The best part of this event is that all the galleries are within walking distance of each other, making this fantastic art event an entertaining and leisurely evening stroll. Hours: 6 p.m. to 9 p.m., rain or shine. 50 Penn Place Art Gallery Not only does 50 Penn Place Art Gallery feature local Oklahoma artists, but it's also actually owned and operated by them. Don't be fooled by the upscale look of this fine art gallery; the people who run it are talented local Oklahomans looking to promote the creativity of the area, not some faceless multi-million-dollar corporation. Inside the gallery, you'll find a wide range of mediums, from photography and oil paintings to acrylic artwork, pencil art, and much more. Since 12 professional artists run the store, they love to include the people behind the works in the gallery as often as possible, so quite often, you'll have a chance to meet the artists who've created the exhibits. The works on display rotate every two months, so if you haven't dropped by in a while, chances are you'll find an entirely new exhibit made by locals each time you visit. Exhibit C Gallery Owned by the Chickasaw Nation, this Bricktown-based gallery is focused on representing Native American artists indigenous to the area. Exhibit C Gallery has shot up in popularity as of late thanks to its incredible art and determination to highlight the art of First Americans. When you walk through the 4,000-square-foot gallery, you'll find collections of paintings, handmade clothing, pottery, and jewelry, all made by Chickasaw and other First American artists native to the Oklahoma area. If you find something you absolutely love, most of the items are available for sale. If you want to spend some time traveling through and exploring Chickasaw Country, the gallery also serves as a tourist information center to help guide you through the area and give you some helpful context and history for the places you'll explore. This exhibit showcases the work of Wilson Hurley from 1991 to 1996. During this time, he created massive triptychs of the American western landscape, the Windows to the West. The 15 canvases of Windows to the West are located in the museum. The exhibit focuses on showing patrons the behind-the-scenes work of Hurley. It has his never-before-seen test canvases, sketches, mathematical diagrams and formulas, and color studies. You can buy some tickets online through the museum's website, and some are only available for purchase in person, such as the First Americans Museum and National Cowboy and Western Heritage Museum joint tickets. The joint ticket allows visitors to explore both sets of museums for $25 per person, and they're only 15 miles apart.
